Dan's First Year Policy Plan

Dan's Legislative Agenda: 5 Bills for Westchester

Supreme Court Building

1

Fair Tax Bill

The Fair Tax Bill would renegotiate the county's sales tax sharing agreement to bring Yonkers into the formula, so the city gets its fair share of the county's sales tax.

The bill gives Yonkers two options for the money.

Fix the flooding- Upgrade an aging sewer system that can't keep up with a growing city.

Cut property taxes- Apply the new revenue directly to property tax relief for Yonkers homeowners.

2

FIRST HOME DOWN PAYMENT PROGRAM

  • Redirect the money. Move the county's EV charging dollars into a dedicated, interest-bearing fund for first-time homebuyers.

  • Help families buy. Qualified first-time buyers in Yonkers receive $25,000 toward their down payment.

  • Keep it going. If a buyer sells within 12 years, the $25,000 is repaid in full. That money goes back into the fund for the next family, at no cost to taxpayers.

3

THE NEIGHBOR RESCUE BILL

  • Audit County homeless spending within 30 days

  • Cut what doesn't work

  • Fund what does.

Outreach works. Yonkers' Project Connect drop-in center has placed 354 unsheltered people into shelter since 2021 and moved 19 directly into permanent housing. The Neighbor Rescue Bill makes sure every dollar goes to programs that get results like these

4

LEGISLATOR TRANSPARENCY ACT

You deserve to know who's paying your legislator.

DISCLOSE- DONORS ON PAGE ONE

Any legislator who accepts money from large PACs, developers or special interests must list those donations on the front page of their own website and on their profile page on the County Board of Legislators website.

RECUSE- NO VOTES ON DONORS

If a project from a campaign contributor comes before a committee, any legislator on that committee who took money from that contributor must recuse themselves

5

LEGISLATOR ATTENDANCE ACT

In-person is the standard. Legislators are expected in the room. Anyone joining by Zoom or another platform must keep their camera on.

Attendance goes public.

Each legislator's attendance record is posted on their page on the Board of Legislators website.

Miss too much, pay a fine.

Any legislator who falls below 80% in-person attendance for the term is assessed a monetary penalty.
